At first, as hundreds sat together at dusk, there was silence, save for the soothing trickling of a fountain. Then, just after 7 p.m., 14 motor officers representing brethren who have died in the line of duty slowly rolled past the Orange County Peace Officers’ Memorial at the Orange County Sheriff’s Department’s Regional Training Facility in Tustin, their lights flashing.
