Garden Grove PD Cpl. Chuck Starnes has a knack for being in the right place at the right time. In December 2015, while on patrol, he responded to a call at the Hospitality Inn and delivered a baby boy. That same year, he and two others — Sgt. Jon Wainright and Sgt.
